The only way I coud think of making it possible is editing factions. Make new creatures, give them the drunken stances and other "drunk" animations. Then spawn more guards in areas. Then edit the guards faction to dislike the faction of the new "drunk" creatures.

Yes possible. Maybe even worth doing for me?
