It's the same as anywhere else. You just keep making gestures that increase how much they like you and give them presents.

You cannot actually marry someone in the guild area itself as there is no purchasable property there and this is required before an npc will offer marriage.

What you can do is get an npc to follow you to a nearby area where you have a house and keep making attractive gestures, etc until they offer marriage.
