Is it possible to make quests with fable explorer?
Is there a special program for falbe to make quests?

No. Making actual quests would require that someone crack the .exe which is some hardcore shit.

So you can't make any side quests at all?
But can you change another sidequest so it would be just like a new quest?

No. Although you can edit cutscenes.
